Peter F. Kaznacheev is an adviser to the Administration of the President of the Russian Federation . He received his B.A. and Ph.D. in political philosophy from Moscow State University . He received a master's degree in international economics from the Johns Hopkins University School of Advanced International Studies in Bologna , Italy , and Washington , D.C. His professional experience includes e valuating foreign direct investment in developing countries as a consultant for the Multilateral Investment Guarantee Agency of the World Bank; analysing economic policies in countries of Central and Eastern Europe for the Index of Economic Freedom , a Wall Street Journal/Heritage Foundation publication; working as foreign policy adviser to a member of the Russian parliament; and coordinating international programs at the Academy of the National Economy in Moscow. He has participated as a panelist in many international conferences and seminars. He has been a frequent TV and radio debate panelist with leading Russian experts and well-known politicians. He has published articles on various issues of political theory, public policy, and international affairs.
